This is the Work Health and Safety Commission approved Health and Safety Representatives Training course per the guidelines outlined in the Work Health and Safety Act (WA) 2020. It meets the stipulations set forth in the Work Health and Safety Regulations 2022 for Health and Safety Representatives elected under the Work Health and Safety Act (WA) 2020. CORE Training Group is a Registered Training Organisation approved by Work Health and Safety Commission to deliver this training.
The course covers the legislative requirements under the Work Health and Safety Act (WA) 2020, the Work Health and Safety (General) Regulations 2022 and the Work Health and Safety (Mines) Regulations 2022.
Guiding participants through the information necessary to confidently address their role and functions as Health and Safety Representatives, the course covers Work Health and Safety (WHS) legislation including:
An understanding of WHS legislation and how it impacts the health and safety outcomes in their workplace.
Understanding the application of WHS laws to their roles as elected HSRs and deputy HSRs.
Acquiring the knowledge and competencies required to exercise additional powers granted under the WHS legislation, such as issuing Provisional Improvement Notices (PINs) and directing the cessation of unsafe work.

This course is designed to provide Health and Safety Representatives (HSRs) with the essential knowledge and practical skills to effectively carry out their role, including the ability to:
Understand the context and application of Work Health and Safety (WHS) legislation in the workplace
Interpret the key objectives and guiding principles of the WHS Act
Identify the structure and components of WHS legislation
Recognise the roles and functions of WHS regulators and how they interact with HSRs
Apply a proactive, safety-focused approach to resolving workplace health and safety issues
Understand the duties and legal obligations of Persons Conducting a Business or Undertaking (PCBUs)
Acknowledge the responsibilities of officers, workers, and other duty holders
Describe the enforcement measures available under WHS law
Understand the purpose and structure of work groups
Explain the process for electing HSRs and deputy HSRs, including grounds for disqualification
Recognise the role and relevance of Health and Safety Committees (HSCs)
Understand the entitlements, rights, and protections of elected HSRs and deputy HSRs
Engage in worker consultation processes as required by the WHS Act
Apply effective consultation strategies in the workplace
Use negotiation skills to help resolve health and safety issues

This course is intended for elected Health and Safety Representatives under the Work Health and Safety (WA) Act 2020, seeking the approved training to gain a clear understanding of their roles, powers and entitlements as HSRs under the Act.

Participants need to be HSRs or deputy HSRs elected under the WHS Act
Residency in Western Australia with a local residential address
Must have a Unique Student Identifier (USI) number
May require access to a lap top computer or tablet (not phone) which can come to class
Course Structure
The Health and Safety Representatives (HSR) Training Course in Western Australia, approved under the Work Health and Safety Act 2020 (WA), has a mandatory duration of 5 consecutive days, face to face, with each day typically comprising 6 to 7 hours of training, excluding breaks.
Course Outline
Day One: Understanding the WHS legislative framework and identifying key parties and their legal obligations and responsibilities.
Introduction to Work Health and Safety
Overview of the evolution of Work Health and Safety and its legislative framework
Terminology, objectives and implications for consultation
Key parties with Work Health and Safety legislative duties and functions
Understanding the role and responsibilities of WorkSafe WA, as well as offences and penalties outlined in the WHS Act.
Day Two: Establishing representation in the workplace as outlined in the Work Health and Safety Act (WA) 2020.
Consultation, representation and participation arrangements specified in the Work Health and Safety Act (WA) 2020
Election and role of HSRs and deputy HSRs within the workplace
Obligations of a PCBU to HSRs and protections for HSRs from discrimination
Exploring alternative consultation mechanisms including health and safety committees
Day Three: Effective consultation: Participating in issue resolution and overseeing risk control measures as an HSR.
Strategies and skills for HSRs to support effective consultation
Representing workers as an HSR – negotiation and issue resolution
Monitoring PCBU’s management of work health and safety risks
Day Four: Monitoring the PCBU’s management of WHS: Conducting workplace inspections, documenting findings, and addressing ‘notifiable incidents’
Workplace inspections and recording findings
Obligations in relation to “notifiable incidents” and resources available to assist HSRs
Day Five: Issuing a PIN and directing the cessation of work
CORE Training Group is committed to providing inclusive and supportive training to all students. As part of this, we aim to ensure prospective students have the language, literacy, numeracy and digital (LLND) skills required to successfully participate in their chosen course.
An LLND test can be administered for students who are unsure about returning to study or want to better understand their current skill level in relation to their prosed course. This helps us identify whether additional support or adjustment may be beneficial and ensures the course is a good fit for the student’s needs.
In context of this course, participants must possess sufficient numeracy and literacy skills to read and comprehend instructions for:
Referencing and understanding legislation, standards and codes of practice, and
Consulting with workers and employers on safety issues
We recognise that students come from diverse backgrounds, with varying levels of ability, previous education, and life experience. CORE Training Group provides flexible and culturally responsive learning environments that are inclusive of all learners and encourage open conversations about learning needs during the enquiry or enrolment process.
Assessment
This course is not accredited and does not involve formal assessment. Instead, assessment is conducted informally, focusing on participant attendance and engagement. The facilitator, acting as the assessor, evaluates participants’ application of the learning outcomes as outlined in the course materials.
Assessment decision:
Facilitators will assess participant attendance and engagement relative to the learning outcomes and expected learner applications. Based on this assessment, attendance certificates are issued to participants upon successful completion of the course. All training course components must be completed within six months of commencement.
A Certificate of Attendance will be issued following successful completion of this course.
This course aligns with a number of Units of Competency belonging to the BSB30719 Certificate III in Work Health and Safety. Participants may be interested in obtaining an Australian Qualifications Framework (AQF) qualification – Statement of Attainment for up to five (5) Units of Competency (UoC).
Further information and assessment resources relating to the qualification can be obtained from the Registered Training Organisation (RTO) or your trainer and assessor. Please note that participation in this qualification is separate from the Health and Safety Representative (HSR) training and requires a separate enrolment into BSB30719 Certificate III in Work Health and Safety, along with an additional course fee not included in the HSR training cost.
Recognition of Prior Learning – RPL
There are no provisions for Recognition of Prior Learning (RPL) within the framework of this approved training course.

Refund, Cancellation and Deferral Policy
CORE Training Group is committed to providing clear, fair and transparent arrangements for fees, refunds, cancellations and deferrals. The following policy applies to all students enrolling in fee-for-service training courses unless otherwise stated in a funding agreement.
Course Deposits
A non-refundable deposit may be required to secure your place in a course. This deposit covers administrative costs associated with enrolment, course preparation and reserving your place in the program. By paying a deposit, you are confirming your commitment to participate in the course.
Cancellations by CORE Training Group
If CORE Training Group cancels or reschedules a course and is unable to offer a suitable alternative date or delivery method:
A full refund, including the deposit, will be provided; or
Students may opt to defer their enrolment to a future course date at no additional cost.
Student-Initiated Cancellation
If a student wishes to cancel their enrolment:
More than 7 days prior to the course start date: A partial refund may be granted, excluding the non-refundable deposit.
Within 7 days of the course start date or after training has commenced: No refund will be issued, except in cases of compassionate or compelling circumstances, assessed on a case-by-case basis.
Students may request to defer their enrolment or transfer to another course date:
Requests must be made at least 5 business days prior to the course commencement date.
A deferral incurs an administrative fee of $100 due at time of deferral.
Deferrals are subject to course availability and must be used within 6 months of the original enrolment.
Special Consideration
Students experiencing illness, hardship or other significant personal circumstances may apply for a refund, credit, or deferral outside the normal policy conditions. Each case will be assessed individually, and supporting documentation may be required. Refunds, credit or deferral will not apply for students who have already commenced their course.
Refund Requests
To apply for a refund, cancellation or deferral, students must submit a written request to admin@COREtraining.wa.edu.au. Requests will be reviewed within 10 business days, and written outcomes will be provided.
Registered Training Organisations (RTOs) are required to adhere to a strict regime that specifies how they can collect student fees. These prescribed conditions determine the amounts and frequencies of payment.
The minimum option for payments towards the CPP20218 Certificate II in Security Operations course that you must agree to undertake are:
Stage 1: Enrolment and pre-commencement, you pay a $300 non refundable deposit.
Stage 2: All remaining fees are due prior to the course commencement date and on the last business day before ie: If a course starts on a Monday, the course fees are due the Friday before the course starts.
If you have paid your course fees in full, and you must cancel before 10 business days of the course commencing, the non refundable deposit will be held, the balance of fees to be refunded.
If a cancellation must occur and is within 5 business days of course commencement a request for refund must be lodged, and a decision to refund the difference between the paid fees and the non refundable deposit is made on a case by case basis. The deposit remains non refundable.
Once a course begins, there is zero refund.
Your booking is not transferable to another person unless discussed and approved with CORE Security Training Administration and Accounts Staff.
If a learner wishes to defer or transfer their original course booking date before 10 business days of course commencement, an alternative date will be provided for an additional booking/transfer fee of $100 which will be payable at time of re-booking. CORE Security Group will hold the initial $300 non refundable deposit and this will be used towards the new course date booked.
If a learner wishes to defer or transfer their original course booking date within 5 business days of course commencement, an alternative date will be provided for an additional booking/transfer fee of $200 which will be payable at time of re-booking. CORE Security Group will hold the initial $300 deposit and this will be used towards the new course date booked.
An agreed deferral may only occur once and must be utilised within 2 months of the original booking. If a second transfer of date is requested, the original deposit and the previous additional booking/transfer fee will then be forfeited and a new booking deposit of $300 will be required.
Your course fees will be held in a holding account to ensure reimbursement of fees can be managed until training is completed. CORE Security Training endorses this fee payment system as it protects the learner from the possible loss of fees and will encourage sound financial management from RTOs

Important Student Visa / CRICOS Notice
Core Training Group is not registered on CRICOS and cannot issue a Confirmation of Enrolment for student visa purposes.
You must not enrol in this course if you are currently in Australia on a Subclass 500 Student Visa, or if you require a CRICOS-registered course to apply for, maintain, extend or satisfy a student visa condition.
If you hold another temporary visa, you are responsible for confirming that your visa conditions allow you to undertake this training before enrolling. Core Training Group staff cannot provide migration advice. If you are unsure, please contact the Department of Home Affairs or a registered migration agent before proceeding.
